REPUBLIC ACT No. 10121 - An act strengthening the Philippine Disaster Risk Reduction and Management System, providing for the National Disaster Risk Reduction and Management Framework and institutionalizing the National Disaster Risk Reduction and Management Plan, appropriating funds therefor and for other purposes.
The CDRRMO serves as the functional disaster-management arm of Dumaguete City's government under Republic Act 10121, operating within the City Disaster Risk Reduction and Management Council chaired by the City Mayor.
Working across four key pillars—prevention & mitigation, preparedness, response, and rehabilitation & recovery—the office crafts and implements the city’s Local DRRM Plan and Climate Change Adaptation Plan for five-year cycle.
🛠 Key Roles & Activities
Manages the Local DRRM Fund, typically 5% of the city budget, to finance flood control, shoreline protection, rehab of infrastructure, rescue gear, and emergency training.
Conducts city-wide drills such as emergency earthquake simulations in coordination with schools and the Bureau of Fire Protection
Trains barangay and city-level personnel, including on Disaster Response Operations Information Management and Communication (DROMIC), in partnership with DSWD Region 7.
Implements climate resilience infrastructure, such as seawall construction along coastal barangays, culvert rehabilitation in flood-prone zones, and procurement of generators and ambulances for evacuation centers.
